Agreement of the Rectors of the Association of Andalusian Public Universities (AUPA) of 27 May 2020

This Agreement has been reached in line with the Plan for the Transition to a New Normality (Plan para la transición hacia una nueva normalidad), approved by the Spanish Council of Ministers on 28 April; and Ministerial Order SND/399/2020 on the easing of certain restrictions established at the national level following the declaration of the State of Alarm, in pursuance of the implementation of phase 1 of the Plan for the Transition to a New Normality (Orden SND/399/2020, de 9 de mayo, para la flexibilización de determinadas restricciones de ámbito nacional, establecidas tras la declaración del estado de alarma, en aplicación de la fase 1 del Plan para la transición hacia una nueva normalidad). Although on-site educational activities remain suspended, the Rectors of the Andalusian public universities have agreed, at a meeting held on 27 May 2020, to the following:

  1. The face-to-face resumption of work placements for degrees taught at the universities. The guidelines provided in the different phases of the Plan for the Transition to a New Normality must be strictly followed.

  2. The resumption of face-to-face work placements does not entail that work placements shall no longer be carried out online. Both modalities can be undertaken separately, simultaneously or in a combined form, although priority will be given to online modalities.

  3. New work placements, whether face-to-face or remote, will only be authorised as long as the companies or organisations are not involved in a temporary labour force adjustment plan known as an “expediente de regulación temporal de empleo” or ERTE, except if said plan only affects a specific part of the company that is unrelated to the placement.

  4. During the transition to a new state of normality, face-to-face work placements may only be undertaken in areas of activity that are authorised by the National and Regional Governments in the different phases of the Plan for the Transition to a New Normality.

  5. Each university must develop a procedure to guarantee that both the collaborating organisation/entity and the student commit to following the health and safety measures adopted at the assigned workplace. The collaborating organisation/entity shall inform and train the student regarding these measures, ensuring that they observe them and adhere to them.

  6. Decisions on the face-to-face resumption of work placements will also be applicable to curricular work placements on university degrees that provide access to regulated professions. However, said placements shall be subject, where applicable, to the plan established by the Regional Ministries of the Government of Andalusia or the competent Ministries, as well as to the recommendations and agreements established by the national conferences of deans, so as to ensure that the competences acquired by students are similar throughout the national territory.
