PHARMALEN
is conceived as an international network which studies legal and
economic issues related to drugs, consisting of the most renowned
specialists in this field (in Italy, Spain, France or UK) (view),
coming from the Academy, as well as from the Administration/Civil
Service and business world (pharmaceutical companies and lawyers
firms). Such international network is part of a series of
initiatives undertaken within the Project
for Excellence SEJ-03266 «The right to health care and to
environment in the society of risk and innovation», funding by
the Andalusian Government, which I am the Head Researcher. Among
other actions undertaken in recent months in this project –actions
that may be visited in our own website– we may note the following:
the holding of two Workshops, one of them having the European
Parliament representative on the Board of Directors of the EMA
(Prof. Nisticò), and the other one with the authority for drugs
policy of WHO (Dr. Velásquez), the publication of a monograph
addressing new legal challenges facing access to drugs, the reading
of two doctoral PhD theses in relation to the legal status of drugs
in the European Union, or, naturally, the holding of the “First
International Symposium on the Legal Regime of Medicine: Medicines
and Health Risks”.
From
this background, PHARMALEN is understood as an international network
that studies legal and economic aspects of medicines, from which we
expect to analyze, from both a legal and economic perspective (not
to mention other disciplines), the legal-administrative system of
drugs for industrial human use and new events to meet in the
framework of the so-called society of risk and innovation. We will
address various aspects of legal and economic drug’s regime,
involving the old problems and new challenges that come together in
this field (as the public pharmaceutical expenditure control seeking
rational drug use or the crisis of the vaccine against influenza
