The public protection and educational intervention with children. The case of juvenile facilities in the Autonomous City of Ceuta

This work analyzes how the system of child protection in the Autonomous City of Ceuta is organized that, as a result of lack of legislative competence, requires the study of all juvenile facilities in the city and the analysis of all situations needing protection occurring. From host situations, guardianships, compliance with court orders, ores (unaccompanied minors) to the measures taken when they reach adulthood. As a consequence of the above, to know and appreciate the public child welfare system in the autonomous city of Ceuta, we must approach the problem from different perspectives: legal, organizational structure of the area of child protection and organization and operation of schools hosting minors. The methodology of the case study, as well as the triangulation of information sources and diversity of instruments for data collection allowed us to achieve the goals outlined in the study. According to the documentary analysis, we can say that all the regulations developed by the Autonomous City of Ceuta are organizational, establishing the functions of the various organs, administrative units and their composition, but with little normative content in relation to the way to provide services provided for the effective exercise of protection of childhood and adolescence. From the information gathered throughout questionnaires and interviews with key informants, we highlight the existence of an implication between center workers and children, which is able to replace emotional relationships of a family home, so the time children spend in the center fulfills its functions of protection and / or rehabilitation. Finally, as the most significant result of the non-participant observation, we note that, although the center directors had shown good organization and adequate resources, it has been confirmed that, in certain aspects, the information provided does not conform to reality. The findings of the study are presented, based on the strengths and weaknesses identified, a number of recommendations related to possible legislative, regulatory, organizational, and procedural improvements.
